Arque Advisors Management team has combined over 100 years of direct experience in consulting, and the investment management and finance businesses. The backgrounds of the firm’s principals are diverse with careers spanning investment fund management, private equity, consumer finance, investment banking, management consulting, accounting and real estate.
Managing Directors
David Bullock
Mr. Bullock is Managing Director, Principal and CEO of Arque Advisors, LLC.
David founded Arque advisors over 15 years ago. David has been in the investment business for over 40 years. Mr. Bullock is formerly a Partner and Head of Foreign Exchange and Fixed Income Consulting at Greenwich Associates and was also a Managing Director of Lehman Brothers including Head of Strategic Planning, Co-Head of the Lehman Brothers International Retail Branch Division and Head of the Firm’s Central Bank Group. While at Rogers, Casey and Mercer, Mr. Bullock provided strategy advisory services to money managers.
Mr. Bullock graduated from Princeton University with a BA in economics, and from the University of Chicago with an MBA in international finance and statistics. Mr. Bullock holds series 63, and 65 securities licenses and has held the series 3 and 7 licenses in the past.
Senior Advisors
Harry Melandri
Mr. Melandri is a Senior Advisor of Arque Advisors.
Harry has over 30 years of financial markets experience. Mr. Melandri has held senior roles in fixed income portfolio management at Deutsche Asset Management, Aberdeen Asset Management, and Brevan Howard. Harry has conducted macroeconomic research and macro strategy at the Bank of England and Medley Advisors, and has been a fixed income and derivatives trader at Union Bank of Switzerland and other investment banks.
Harry has extensive experience in macro-economics and policy, central banking, fixed income and interest rates, emerging markets, and derivatives.
Macro and policy analysis is an area of strength for Harry as are emerging markets. He has substantial experience and background in volatility trading and quantitative analysis. Mr. Melandri has held senior investment and trading roles in London, New York and Moscow.
Harry is regularly interviewed for his global market views by the media and writes his investment opinions on a Substack page called "Respice Finem" - "Consider the end".
Mr. Melandri holds a BA (Honors) in Economics from Trinity College at the University of Cambridge and MSc in econometrics and finance from Birkbeck College, University of London.

Thomas Tomljanovic
Thomas Tomljanovic is a Managing Director of Arque Advisors.
Mr. Thomas Tomljanovic has been actively involved in investment management and commodities brokerage since 2003. Mr. Tomljanovic provides investment and strategic advice to clients of Arque Advisors.
Mr. Tomljanovic joined Arque Advisors as a Senior Vice President in 2010 from Euro-Pacific Capital. Previously he was employed by Coordinated Capital Securities in Florida and also owned and operated his own commodities brokerage.
Prior to working in the investment field, Mr. Tomljanovic for over 20 years was the President of Tomljanovic & Company an executive recruiter. Tomljanovic & Company provided management recruiting services for a variety of companies, including Fortune 500 companies as well as smaller firms.
Mr. Tomljanovic has a BS in Marketing and Management from the University of Charleston, Charleston, WV.
